Of all the deferred tasks, the driving licence exchange is the one that carries the most immediate practical risk. Under Portuguese law and EU regulation, non-EU nationals resident in Portugal for more than 185 days are legally required to exchange their foreign licence for a Portuguese one.
Driving on a foreign licence beyond this threshold as a Portuguese resident is technically an infringement. More practically, insurance companies can use this as grounds to complicate claims. And if your foreign licence is approaching its expiry date, you may not be able to renew it from abroad while resident in Portugal — leaving you without a valid licence at all.
The exchange process requires a medical certificate from an authorised Portuguese examiner, a certified translation of your licence, and an IMT application.
